Doug Hoffman Withdraws His Concession in NY23

The Hill reports:

Conservative Party candidate Doug Hoffman has "unconceded" in New York's special House election after reports that the vote margin between him and Rep. Bill
Owens (D) has narrowed.

Hoffman conceded the race on Election Night after learning he trailed Owens by 5,335 votes. But the Syracuse Post-Standard reported last week that the margin had shrunk to 3,026 votes after recanvassing.

There's not a great chance that Hoffman could win given the current margin and number of absentee votes left to be counted, but it is wise of Hoffman to withdraw his concession since it really isn't an official tally yet. My question, why did Nancy Pelosi swear in Bill Owens before all the votes were counted and the election certified?

I don't think she cares too much about rules, do you?
